No. When Goku comes back from the Yardrats planet right after Frieza got wasted by Trunks, he explains how the technique works and he explicitly specifies that he can only instant transmit where there is someone he can feel the ki.

And this would explain why he murders the shit out of King Kai and that monkey in the Cell saga. Goku not completely retarded then.

I think counting that sneeze as a feat is rewarding bad writing. Superman's sneeze is never consistently that powerful.
