More companies could learn from Atlus, from XSEED as well. They know how to be "niche" publishers.

Japanese games are easily sellable in the West! Just make sure you actually market it!

You know how you could build a brand and earn some success in the West SEGA? How about some quality assurance, marketing and this may sound crazy but, develop some games that people actually want to play? The Streets of Rage, Crazy Taxi and Phantasy Star were all successful franchises that SEGA completely mishandled.
You once had some gems on your hands in Valkyria Chronicles and Bayonetta. Somehow you decided not to cash in with sequels. That, is the glaring problem.
