The PS5 will run at 4K thats pretty much without question. But games won't be running in 4K, apart from the less graphically intensive ones. And by that I mean  sprite based 2D indie stuff. The normal run of the mill titles I expect to be either 1080/60 or perhaps 1440/30 for the others. You'd then expect the PS5 will upscale to make it look decent on the 4K tvs.

15tflops is too little for 4K? really? r9 295x2 has 11.5 tflops. (dual gpu) and the r9 295x2 tears 4k. Easily enough for 4k 30fps and 40k 60fps with PC optimisation, let alone console optimisation. 15tflops would be easily enough to handle 4k.

15TFLOPS (AMD's current FLOPS) is only 8x PS4, that's less than PS3 to PS4 jump. And 720p to 1080p of 7th to 8th gen is lot less than 1080p to 4K.

So yeah, it is to low for native 4K, if any meaningful bump in visuals is to be achieved.

Woah, high end PC 4k visuals isn't a meaningful bump to visuals? Don't let the master race guys see that shit ;)

Not talking about resolution alone - look at it like this:

You have a certain GPU performance budget. If there is same jump between 7th-8th and 8th-9th gen (that's what those 15TFLOPS are), once you account for resolution bump, which is significantly bigger from 1080p to 4K than it is for 720p to 1080p, you are left with as lot less of that budget than you are in this gen to improve your visuals over previous gen.

So yeah, you can have some improvements, but not nearly as much as if you had GPU that leaves you with same relative jump in performance after resolution bump as in current gen. This is why I don't see native 4K as valid option, at least not for that sort of TFLOPS.

the games will be much more demanding, no matter what resolution.

Even 2004´s GPUs were able to run 2004´s games in 1080p. The games made in 2020 wont run 4k on amd fury. i guess 1080p60fps + AA. Tbh, 4k isnt even a real big advantage

Of current gen games, the point many are arguing is that a graphical leap will take priority over higher resolution and there is still plenty of room for graphical improvements that both developers and gamers will seek over 4k. 

PS4 can handle 1080p, 60fps of last gen remasters but as always developers choose to push graphics further for native experiences, so many experiences build for this gen are 1080p 30fps or 900p 60fps

Another reason that PS5 will be 4k is marketing. 4K will sale more than 2K+upscaling, like 4 cores sales more than 8 cores, or a Graphic card with 4 GB of ram will be more wanted than a 2 GB one.
If PS5 sells as a 4k console and the XBOX 2 sells as a 2K one, PS5 will win peoples mind,
60 fps wont win peoples mind, most dont know what fps means, but being so many TVs at 4K, a lot of people will think that a 4k console is great and just a match to their tv. Also they can buy that console and upgrade the tv afterwards.

Remember the term "HD ready"? The PS5 will market its 4k capabilities regardless of whether many games actually run at it. Same with X2, I believe most people are in agreement on that.
