Sera has only one moon that orbits the planet. Gears of War 4 shows two moons in the sky which suggests that the game takes place on a different planet. All new characters, setting, and a whole new story that continues the gameplay formula that we all know and love with our favorite weapons.

They could be potentially related or a variant. It is also fairly likely that it is a different species all together with a familiar design.
