Stella not being in the game is more a symptom of the greater changes they're obviously making to the game. Over the last few years they've moved further and further away from the concept trailers and material they showed off. The darker tone and what was presented as the basis for the main story/game have now gone. It's not just a simple character change people are complaining about, but what it represents.
Problem is, SE's recent track record with managing FF titles is really quite bad. It's like they're developing based on popular trends; changing main characters to suit a set demographic; simplifying game traversal and hiding lore from players; releasing a buggy online game that ignored all advancements in the online space and forced them to rebuild the whole thing.

But there's absolutely nothing to support that the tone of the story and world has changed outside of the character change.

And after a lot of consideration, we decided not to include Stella in FFXV. Instead, we have a new heroine named Luna, who has a different role within the story. See the bolded. They've completely changed a central character, and one who previous trailers and articles pointed to as being highly significant in the overall plot.
As for the tone, its more the presentation shift in recent years.
