It was launched when MS was about to introduce X360 in NA. They believe it has some gameplay concepts that if refined can be a hit, so that seems legit to pursue. 

I wish they could've brought back Crimson Skies though.

It's technically a remake, they're adding new mechanics to it and updating the graphics. I'm guessing MS tried to find another studio for the reboot after the first studio failed to deliver what MS wanted, so they were left with either completely cancelling Phantom Dust or remaking the original. Personally I'll talke a remake over a complete cancellation. Also, only 110k people bought the original Phantom Dust on Xbox (at least according to VGC), so plenty of people haven't experienced it yet.

My thoughts exactly. A remake is better than nothing.

Scoff all you want, there was a solid niche following for it back in the day.  Giving that series love indicates other dormant IP's are possible.

Hopefully it leads to that

Now that DR4 is confirmed console exclusive this MS Holiday lineup is great Gears 4,Horizon 3,Recore and DeadRising 4.

Recore seems to be getting a positive reaction online and the fact it's only 39.99$ will help it MS def need to bundle this game with the 299$ Slim.

Don't listen to those certain individuals who talk negative about Xbox in this site. I said this before there are only a few of them in this site(there are now less of them thanks to recent permabans) They say there isn't any reason to own X1 but I point out the Amazon charts combined with the Scorpio announcement yet they live in dreamland lol.
