why, i was expecting an open world FF from this games and good mechanic for summons. But it turn to be the opposite.
That is a really hard question. Most, if not all, RPGs I played that had great battle systems also had good stories too. I can`t think of a game where the story merited playing through bad gameplay...

For me, I'm going to have to say Fallout 3 and New Vegas. They had great post-apocalyptic atmosphere and set pieces. The combat definitely left much to be desired. I didn't mind the shooting so much, because I used VATS anyway. If I wanted to play a shooter, I'd play Halo or Call of Duty. But melee combat felt like a slap fight between paper dolls. Plus, you really couldn't interact with the environment much, for all the geography in the game. New Vegas was definitely a big improvement in the gameplay department over Fallout 3.
And in the end, I loved both of these games. Other than Valkyria Chronicles and Ni no Kuni, Fallout: NV and Fallout 3 are my favorite games of the PS3/Wii/360 generation (in that order.

Sorry, its your opinion, but i can't fathom how what FFXIII had was a good story in any strech of the imagination. Blank characters that dontevolve during the journey, story terms that just served to confuse players and so much of t was forced appauling and non-sensical that i just dont get it. Must i mention Hope, Snow, Vanille, even Lightning herself is infamous for beeing a husk lacking any personality whatsoever.
Anyways, its what you think and i'm glad you found a way to enjoy it.
Back on topic though, i guess Fallout is fair. I dont think its bad combat and VATS usage is the point of the game, but i am hoping F4 delivers a more fluid experience. I guess this can be said of Elder scrolls aswell. First person combat is alwaysa bit weak imo.
Funnily enough i cant think of anything else because i tend to forget games that dont make an impact on me. Fallout has a great open world to make up for the combat... Oh... yeah, the Witcher 2. Sure theres more i cant think of atm.
Fire Emblem: Awakening comes to mind. Which is unfortunate since the gameplay in the three GBA titles was superb.

I actually thought of the opposite of this regarding FE:Awakening. I thought the gameplay was great, while the story was really terrible, and I`d say one of the worst in the series....

Most RPGs I've played have good gameplay. Plus what "good" and "bad" gameplay can be really subjective. For example, I know a lot of people hate turned based combat nowadays and would probably call it "weak" gameplay while I find it to be the best kind in games XD
But for good story with bad gameplay would be Fate/Extra. Interesting story and such but the combat (while turn based) is almost 100% random. You have to GUESS what your enemy will do. When people say RPGs are rock/paper/scissors, they've never played this game... the battle system is almost ALL luck based o.o didn't help that you were guessing not just 1 attack, but 6! You had to guess and imput all 6 before you actually attacked
I have to say it: The Witcher Series, also Part 3 now.
Gameplay is - for the most part - pretty annoying: the horse getting stuck everywhere, swimming and diving is just a nightmare, fighting sucks aswell: the camera lock-on is bad, the camera gets stuck easily in close combat and if you decide to play without the terrible camera lock-on you've to fight the aiming of your protagonist because he often slips through enemies you actually want to attack.
Everything else is nearly perfect but the gameplay...just sucks xD

How about Fragile Dreams for Wii? I thought that was a good concept, but didn't get as much love as it needed from the developer.
