Seems framepacing issue, not frame drop.
And seems also confirmed console version doesn't lock to 30, if it can above 30, it will above 30, strange.

At least it can be fixed.
CD Projekt Red, the white knight of game developers; Releases Witcher 3 with a downgrade after its hype was from it's amazing graphics while being open world, 16 pieces of DLC of DLC ripped from the game and given away for free, and a day one patch because of framerate that bothers people even during conversation.
I've always said frame rate is so much more important than graphics, but taking away some textures and lowering the resolution slightly and the game would still look stunning but perform nicely. You can have the best looking game ever created that judders from frame rate performance and it means nothing at all, everybody will forget about how beautiful it looks and just say the game is bad and you can't play it due to poor performance.

well they cant cut more because they want the ps4 version as close to the pc version as possible, and cutting the pc version more would increase the outcry that is allready there immensly |
I understand why they want it to be as close as they can to the pc version, but in the case of a game like the Witcher 3 that can mean either a downgraded pc version to attempt parity, which is bad, or a console version which has a sub par framerate which is worse.
Though from what I am hearing the Witcher 3 for the PS4 runs fine except in very high demand areas where minor slowdowe exist.

Remember the days when patches for console games did not exist?

Yep games were usually more complete. Sure you had the odd extremly glitched game here and there but it was no where near as common as today.
