Dragon quest is a MUCH bigger franchise than Xenoblade. You also have no idea what the biggest game for WII U in japan is, it could be SMTXFE for all we know, heck maybe even splatoon. You also seem to be forgetting how many Wiis are out in the wild but oh well.

A WiiU game is beating the biggest WiiU game of the year in japan too (?¿) XD
We see ps3 titles above ps4 game quite frequently here, but there´s almost no cross-gen games on Wii/WiiU, so that´s what happens when we have one, same as ps3/ps4, just saying.
And bundles are not included here.

Wii is almost 10 years old and is no longer sold in Japan, accept it! And this is not a new Dragon Quest, it is just a new episode (or new add-on)! Xenoblade Chronicles X was hyped by everyone. It was Wii U exclusive and it had an exclusiv bundle. And Xenoblade couldn't manage to outsell a new episode of an old game on a 10 years old console (looking at Tsutaya ranking)!!!

They are upgrading, although at a relatively slow pace. Look up previous versions of Dragon Quest X, where the Wii U version got largely beaten by the Wii version; not the case this time around anymore.

Yeah, way to generalize. Hype around XCX is mostly because it will be an awesome game, not because it will push Wii U to new heights in Japan. Most people expect a temporary boost but no changes in the bigger picture (yes of course some people will have had unrealistic expectations). Xenoblade on Wii did better in Europe and NA than in Japan. People know it's not really a huge franchise in Japan.
Just because it sells less than the new version of DQ on Wii doesn't mean it failed and can't get decent sales. Also, I believe bundles aren't included in Tsutaya ranking.
