At the end of the reveal trailer for BO3, it says if you pre-order now, you get beta access. It says "Pre-order now and get beta access. Available on Xbox One, Playstation 4, and PC.

Xbox One is listed first. That means Xbox has the marketing rights to Black Ops III. It's all confirmed now.

People are reading way too much into this stuff now. Everyone should just relax and wait until E3. Then we'll get to see which conference gets the 15 minute demo about fishes and dogs.
