That is from All-star Batman and Robin and that portrayal of Batman and the Joker are generally considered among the worst depictions of those characters. I really hope that interpretation of the Joker is not what we get.
On these tattos my biggest issue is they are obviously nods to various issues of the joker. So...the joker is aware he's in a comic or film? It feels more like a fan being the Joker than the Joker himself.
Still, I'll check out Suicide Squad as for me Harley Quinn is really who I am curious to see in that.

Yes. I know people hate those stories. I don't like a lot of them, either. But taking ideas from a bad idea. Doesn't mean the movie is gonna be bad. I seriously doubt the movie will have Joker walking around bare chested. It's gonna be saved for montages and or intro bits when setting up the Suicide Squad universe. There's a lot of redicules outfits in those comics.

A great director and script along with talented actors can make a previously poor source material awesome
and
A poor director and script regardless of actors can make a previously awesome source material into trash
Honestly no idea how this will turn out, but it could be phenomenal if it lines up with Ayer's and Leto's finest work.
