I have this little GPU for more than 2 years now: Gigabyte Geforce GTX 650ti OC:
I'm playing GTA V on medium settings because this GPU has 1 gig of ram and higher settings require more, but I get around 70 frames per second at all times and the game looks great bichis.
My other specs are Intel i5-4570, 8 gig of ram, Crucial SSD MX100 256 gig and stuff.
My point is that you don't need 2000 usd rig to play modern gaems.
But you need to upgrade two times per year to play games on PC, right? And the process of installing games is way too advanced for normal human beings; it's not like these normal human beings download, intsall, tweak settings of and use apps every day on their smart devices.

200$ cpu (Intel i5-4570) 110$ mb 55$ ram (8gigs) 120$ gpu (~750ti) (like the 650ti boost) 100$ case 60$ psu 15$ keyboard 20$ mouse 19$ DVD drive 55$ 1TB HDD 7200 rpm
= ~ 754$
Can probably make something about as fast, thats a little cheaper if that is your aim though.
Why get a $110 motherboard for a locked processor? If you're not going to do overclocking $50-60 for a mobo is all you need.
There are plenty of good cases for $50-60. Optic drives are pretty obsolete in 2015.
Take those all into consideration, and subtracting $19, $40-$50, and $50-60 from your total price, and you get $625 - $645. I'd personally go for an R9 270 over the 750ti. For $20 more you get higher memory bandwidth, higher pixel fill-rate, more shading units, more tmu, more floating point performance, and can run modern games at 900p/1080p. The only disadvantages are size and power consumption. If that is a deal-breaking concern, then the r7 265 is an low-profile alternative as well.

If one chooses an AMD CPU route they can decrease cost even more and play the game at reasonable settings.

Yep and since PC gaming is so niche there will only be like 5 people on GTA Online.
