It's very rare. The highest-selling dedicated shooter in Japan is Black Ops 2 with 610k. If you consider Resident Evil 5 a shooter (which I think it's a bit more complex than that), it sold about a million. Splatoon will surely surpass BO2 by the end of the year, and it has a really good chance of beating RE5 by the end of its life.

Something interesting to note is that the Wii U SMM + amiibo bundle that is in the Top 20 is the one that brings a bonus from Amazon, meanwhile the one the regular one, seemed to have been available earlier today and is now sold out or preorders have stop for some reason, since it says "currently not available"
