That's one thing I don't really like. I'd much rather play free to play or smaller/indie titles on handheld than on a huge behemoth like the PC which can run more demanding games. I mean, this wouldn't be a problem for me if they opted to release on 3DS/PS Vita immediately with at launch. But the sad fact is that they don't a lot of time and most often is due to PC having a bigger market and it's easier to sell on things like Steam than eshop/PSN.

You make some good points OP, but the fact remains that PC still delivers the best gaming experience when we're talking just straight graphics/framerate/resolution. I do agree though that PC is hamstrung by the inferior hardware of widely popular consoles. Still though, GTAV will release and it will be glorious as will Witcher 3. Exclusives or not anyone looking for the best experience and has the money for it would be foolish not to get a gaming rig.
