I can build said PC for $450-500 (no taxes) and it would outperform the PS4 (at $425 with taxes.)

Hardly doubt it would run this games 1080P @ 30fps @ medium settings if you also include the stuff I listed above ( epecially the keyboard + mouse since a ps4 already has a controller ). Be my guest though and try.

Add keyboard, cheap OS license, and mouse gives $50-70 on top of that.

To be fair not everyone has 70$ in mail in rebates.

That's why I said $450 - 500. But I don't see who wouldn't get $70 back for their mail-in rebate if they can purchase the product(s) wherever they are located.

and then the next sequel will force us to use new card lol, i still remember my friend really happy he bought GTX 680 to play this games, because he though he will play the game sooner , but now he have to buy new card again lol.

Only if he wants to play at ultra. The recommended requirement (GTX 770) is only slightly better of a card than the GTX 680. He should be fine at high in most settings with some set to medium.

the problem is he already said that his card is ready to play at 1080p 60fps, at ultra with SMAA 4x, but now he will turn down his expectation lol. Already told him that it's better to wait. He said that even  PS4 will not able to play this game at medium 1080p at 30fps. Now the reality is he just pay more expensive card then PS4 but getting the same result with more power consumption.

His card will likely outperform the PS4 in this game, jut not at ultra 1080p 60fps. (Without considering CPU bottlenecks.)

in benchmark especially old card it's true, but PS4 has different chip then HD 7870 especially it has their own modification, and work under GPGPU unlike HD 7870 that work on seperatly with CPU, and also memory bandwidth on PS4 is higher then 7870, not include 8 GB unified ram.

Both use a pitcairn chip. However, the 7870 is actually BETTER than the PS4's GPU. The PS4 does something like 1.8 TFLOPS, the 7870 does 2.5 TFLOPS. So it doesn't help your case that they are different. Unified ram would help only if it were a bottleneck on PC, which it isn't.

TF it's mean nothing GTX 660 Ti have less TF then 7870, but it perform far better. and also memory bandwith is also one of consideration.

Hmm i don't think my PC 2013 will handle this game on maxed out. My CPU is Core i3 4130 & GPU Geforce GTX 750 ti, i'm sure it'll handle at least medium setting & 900p.

I won't upgrade this year.

Yes, but they're different chips. Both the PS4 and 7870 have the same chip - Pitcairn. And I just mentioned floating points to make a point. There are other advantages the 7870 has over the pitcairn in the PS4 as well, such as as number of stream processors.

if you say 660 GTX is different from GTX 7870,  but then again are both GTX 680 and PS4 has the same chip ?
