Quite the opposite, in the 1990s, Famitsu used to be quite unforgiving. The first game to ever receive all 10s from Famitsu was Ocarina of Time, and Famitsu predates OoT by 12 years.

They have four people review the game from 1-10 and then they add them together. The highest you can get is 40. So a 33, three 8's and one 9 is pretty good.
