TLOU is one of the best games ever made. Period
If it is not your thing do not buy it. But the majority of people enjoy them

"Cinematic" can mean a range of things. But I don't think there's any correlation with bad games.
Games like the Walking Dead that focus on the storytelling at the expense of gameplay are bad. Games that manage to get both right are good. The best use the two together to compliment each other.
In the case of the Last of Us, the gameplay made me actually care about the characters when it came to the story and made me pay attention to the cut scenes. The Walking Dead did not, because the gameplay never drew me in.
On the other hand, Heavy Rain was a very cinematic experience, but still a good game. It didn't have proper gameplay, but it had enough to keep you intruiged and actually went interesting places with the story. Especially as not just your decisions mattered, but how well you played the game effected the outcome (I did awfully...)
To address the elephant in the room. I'm reserving my judgement on the Order until I play it, which won't be until it's half price
