I thought this was a personal opinion thread. Given that i'm the guy who mained Kirby all through Melee and never heard the word "tier" in the fighting game context until Brawl, my taste has not coincided with that of the crowd at large.

are my top 6. The guys i listed i can barely use. No launching power. Lucario's just always been a mess for me, and while i used to be better with Fox, it's been a downward slide since Melee that seems to have capped out now in 4, making him and Falco now patently unusable.

Kirby is actually pretty useful for me I usually am able to strike an up b hammer most of the time online

What are tier lists but the collective preferences of players, tabulated over time and in performance against others? I have excelled online with the listed players, contributing to their capabilities as good fighters for time 4x4 play.

I've only played a handful of stock matches with them, however.

Tier lists are based on a combinations of tournament results and attributes of characters.  Tier lists also assume top level players, which would not include you and I.
