I think she will. In mass effect EDI turned into some sort of mechanical being. So why not Cortana?

She will be revived. Its a given. My possible spoiler.

She gets revived as AI. Then turned into human / tangible being using composer. Later she might turn into AI again when she sees she cant help Master Chief as she was in AI form.
