Yes, and there's probably just as many terrible parents out there. When you willingly ignore ratings, and purchase adult material for your children, that's on you. No court in the US would ever lay down a verdict against a developer, or a store, if parents are willingly ignoring quite obvious content warnings. And this is the last I'll say on it.

Games are becoming experiences that tell you the story while you exprience it. Unlike books where you read and imagine the action, violence and sex you are involved in it (probably not the sex) but the sex is basically just to close on a relationship you've invested in and the story for that romance is coming to a close like in Dragon Age, Mass Effect or the Witcher.
Sex in those games is more of a goal based on relationships created. Once you've reached that level you can consider the courting complete so you can focus full time on main objective.
