Doubtful. It's likely overtracked in other regions, as Sony would have announced a 10 million shipped already.

Why would Sony announce the 10m milestone? That would look very bad.

Besides, they made an effort to hide Vita shipments in the past, so all that would go to waste by making such an announcement.

Wow. How could they get it that wrong?
Anyway Vita is long overdue for a price cut, although I don't see that helping on its own. Pair a price cut with Minecraft bundle and Vita sales will skyrocket.
