It's not the case, it's a last gen game and its requirements are low because it's made with last gen tech.

There have been plenty of last gen games that came out which required high requirements when going to pc at the time of their respective launch... And not to mention that the GTA IV was a disaster for the PC version when that came out oh and there are some clear improvements made to the graphics of the game so even though its a last gen engine, there are plenty of graphical improvements in the pc and next gen version.
