Finally, we agree on something! I think all the factors people have mentioned are important, but the majority of your time in most RPGs is in common battles. A good RPG is one that can keep me engaged from the first common battle encounter to the 600th.
Gameplay by a longshot. That's the primary reason I play any game. Anything else can be found in some other entertainment medium other than games.
