I don't like saying this, but probably SCE Santa Monica. Their games are good, but (for me) nowhere near the fanbase put their games on. God of War is alright, disliked Warhawk and Starhawk, and Twisted Metal isn't my kind of game. I did enjoy Fat Princess a lot.

 

On the other side, I have to give kudos to Santa Monica for working closely with a lot of smaller devs, collaborating or publishing their games.
