Wii sold 24M in 2008, Jan to December.

Best case scenario the PS4 will have sold 14M this year. Which is close to PS3 and 360 top years.
But if you mean from launch to the end of the second year... then it has a small chance to get close the 19,5M the Wii did in 2007.

Small?
1 week > 1 million =/= 4 more weeks > 1 million. Are you expecting Xb one to get to 13 million? It too is selling over a million a week now.
16 million in the first full calendar year is about the same as Wii achieves (16.55M). PS4 needs just under 5 million more to get to that figure. Pretty much impossible IMO.
