You can already stream Live TV from your Xbox to your phone/tablet with the Digital TV Tuner. But yes, Remote Play seems like it could easily be a Windows 10 feature.

Yeah I'd like that feature but I don't want to buy a Windows tablet.

Actually, it is quite the opposite for me, I want to play on my Surface :)
But if this happens I hope they will make it compatible with Windows 10 on any device!

Most XB games need you to use the control stick at the same time as the triggers. When you say you want to play on your Surface are you expecting to have a controller with you? Otherwise I don't see how those games would work well with only a touchscreen.

No, Im talking with my Xbox One controller plugged into my Surface (USB). I already have it plugged in and it works so now they just need to stream the content :) (both ways...)

Yes I guessed as much, it just means you have to carry a controller with you.

If it means being able to stream XB1 games to a Windows Phone or tablet, I'd definitely welcome the feature. MS could even sell one of those game clip accessories so you could mount your device onto an XB1 controller and play. Would actually do a lot to get me to buy a Windows Phone as well, my current contract ends in September and I've been looking for reasons to try one.

So something just popped up, which would make this even more likely to be true!

Well, seeing as some PC's are vastly superior to the xbox one and by the end of the life cycle of the xbox one, most might be, this wouldn't make much sense. Then take the fact that most of the games on xbox one are on PC already and for much cheaper, it would work as no more than a screen mirroring app, to what would usually be, a smaller screen.

That's a possibility, though it could never n
be as good as the PS4's. The PS4 has dedicated hardware for Remote Play, and devices themselves built with streaming gameplay back and forth in mind.

It's done better on PS4 than anywhere else because all involved hardware and software were built from the ground up with Remote Play in mind.
