I disagree about waiting until level 20: feel free to use them earlier if you'd like, as unlike other installments Awakening allows you to grind characters infinitely via a Second Seal. If this was any other Fire Emblem you'd be passing up invaluable stat increases, but here it's not that big of a deal.
As for your question regarding Frederick, the answer is a qualified "no." A Master Seal is used to promote a base class (Cavalier, Lord, Fighter, Mage, etc.) into an advanced class (Great Knight, Great Lord, Berserker, Sage, etc.). Since Frederick is already an advance class (Great Knight) the Master Seal won't work on him at the moment. Instead, use a Second Seal, which allows a character to either change from an advance class to a base class (Great Knight to Cavalier or Knight, for example), or if the character is at level 20 (edit: or was it 10?) to change from one advance class to another advance class (Great Knight to General, or even Great Knight to Great Knight). After Frederick reaches level 10 as a base class, the Master Seal will promote him back to an advanced class.

If you want grinding, there's a DLC pack that offers fast XP gains, fast money, and an infinite number of top-tier weapons (The Golden Pack, I think). If you want good story DLC, the Future pack lets you visit an alternate world where Chrom and most of the rest of the adults did die, while Lucina never travelled to the past to stop it; I've heard it's the best story pack of the DLC.
