The colors create a somber mood. Did you ever watch a Disney movie and notice towards the end that the sky has turned red? They're manipulaating your emotions with color.

Infamous second son and Uncharted series are good example too.
I played Forza horizon 2 at a friend's and i had the impression that the visuals are a little "cartoony?"(i mean the colors).Specially in rain scenes.

Have to say, i'm a big fan of TO:1886's art direction. It does a good job of capturing both the dirty/sooty feel of london in the 1800s, as well as the glamour the 'elite' of the time were used too.
