Even if they didn't reach 20 million shipment they already passed 15 million... 100% sure about that.
They needs to ship to holidays before the holidays... Octuber and November have massive shipments and October already ended.

I do think Xbone didn't reached 6.8m yet... that means low units in channel.
I don't think MS shipped 9 million too... they will be close to 10m at December ends.

Yeap it can... I'm working with 7.5m too but who knows... it is not the realistic minimum... if 360 did like PS3 (800k) it already drops to 7.4 or 7.3m if I remember right.

My numbers for all consoles for end of September.
PS4: ~12.5 million (yeap 1 million on shelves because Sony last quarter have only 500k on shelves... they doubled the avaiablitiy)
Xbone: ~6 million (1.5 million on shelves... MS worked with invenctiory last quarter now they decreased the units on shelves but there are more Xbone on shelves than PS4 yet... plus they shipped to new markets * that can even put the number on shelves close to 2 million but I'm being conservative)
Wii U: 6.5 million (retail is not odering a lot of Wii U anymore... 600-700k on shelves seems reasonable)

One month passed and Sony no way shipped less than 1.5m to November.

It's shipped around 7.7 millions before the end of spetmeber. With the way it's selling it'd over 9 mil
