I finally got it to download simply by disabling, "turn off console due to inactivity."

Generally this doesn't affect my downloads unless I have "Instant On" disabled.

As I suspected, this must be a bug affecting some consoles.

So I purchased the Halo:MCC digital pre-order. However, it keeps getting stuck at 4% or 31%. I'm using the chat support to find a solution because nothing I've seen online is working for me.

It's kind of funny but you have to be graded highly in order to bump to chat support. Noobs start off on the phones. Despite that, though, some of them know nothing about games and there is zero training in that regard--except about CoD. CoD is the only game that gets it's own training material.

I only had to deal with them once over a 360 issue and I must say I was pleased with the results. I think you just ended up with a dumb ass on the other end.

oh and BTW whenever I had issues with installing it ended up being my internet connection and nothing with the console. My internet was fine but I didn't realize I was suffering from dips in my service, something I didn't really notice but my x1 surely did.

Well I contacted MS yesterday on the phone and I got someone who was no help. His tools wasn't working so he basically just had me doing basic troubleshooting.

This person on the chat was even worse and clearly wasting time considering every other download has worked fine. I don't think I even need to send it in, but this is basically their last resort.

Something seems to be wrong with this Halo:MCC download. I see other people on Gamefaqs complaining about their downloading getting stuck at 4% and 31% as well.

Not really sure why you went into jerk mode there. Yeah, they probably just typed in "halo support" in knowledge base search, which is funny, but it's not like they're trained to deal with game related questions at all. I'd say that the majority of service reps wouldn't know off-hand who developed MCC.
