That's actually a myth that is unsupported by the data. Review embargoes do not correlate with high/low scores.

Yeah most review embargoes are put in place so the reviews come out at the same time close to release to build hype for the game.

From my experience, most review embargos that last right up until release date or even after are to prevent bad reviews from dissuading people from cancelling pre-orders and such. For example, Destiny and Arkham Origins. If a game has good reviews, generally there is no embargo.
There may be a few outliers, but most of the time, if the embargo is delayed to the very last minute, it doesn't mean good for the game. Pre-release good reviews build hype, so there is no reason to embargo them.
