Why was it? Xbox 360 can do higher Bayo numbers, with a lower install base, whilst having it release multiplatform on a much more popular system in Japan, how is that expected?

WiiU has a higher install base. All owners are relatively new, they bought one to buy software surely?
Not talking about the home hardware console market, talking about why Bayo sold less on WiiU with a higher install base than 360.

Wii U is a platform primarily aimed at family friendly/casual audiences first.
Bayonetta 2, Devil's Third, Xenoblade, etc. are their occassional "hardcore" title that they put out now and again (usually 1 per year). The Wii had the same setup with things like Sin & Punishment 2, Metroid Prime 3, Zengeki No Rengleiv (Dynamic Slash), The Last Story, etc.
The whole platform just isn't working out period, consequently even things like Wii Sports and Donkey Kong Country aren't selling that great for it.
