I think so! Every week in September has more countries/high profile games.
October has:
Sunset overdrive/Bundle I Hope it's a great game and it sells well. But expecting this type of new IP to drive hardware sales is asking a bit much IMO.
Fifa/bundle - PS owns FIFA even when Xbox owns the advertising for FIFA. It'll be Maddenx2 where MS does all the advertising and PS gets most of the sales. Also being cross gen it offers little real incentive to upgrade. It's stronghold territories are all by far and away PLaystationnation so don't expect Fifa bundles to get much traction. However because it is a big franchise it will give a natural boost to both new gen consoles. On it's own it won't put Xb one above 100K.
Forza horizon 2 boost - A spin off franchise that's cross gen? Maybe but not likely much of a boost.
Higher natural baseline because of the countries - +3-5K/week will help, but it won;t help much.
China - delayed until ??? probably Nov/Dec so basically it will do nothing for the Spet-Oct period
Project Spark - Really? I think most gamers want to play games not make them. The make your own game thing is pretty over-hyped as a selling point.
NBA - What now? Another cross gen multiplat which is not really a major seller, just a solid annual sports franchise.
Just Dance - because Kinect is so wildly popular this gen?
Other Smaller games - by definition they will do nothing directly to improve sales.
November and December is a no brainer...
