PS4, easy. 

Final Fantasy, Gundam, Yakuza, and Dragon Quest are big in Japan.  Yakiuza Zero, Final Fantasy Type 0, and Dragon Quest Heroes aren't exclusive, but they're going to pull some interest.

You also can't base the release one game whether the sales of the system increase or not.  The weekly boost will help, but sales on the low end are sure to increase with the release of more games that the Japanese are interested in.  

As was already stated, the PS4 has been beating the Wii U with pretty much nothing going for it.  When the software line up increases and true exclusives start coming out, I really don't think anything the Wii U releases next year will pull comparable numbers.
