PC gamers are (to be clear, not all, just those who are extreme fans) are the most vocal yet overall insignicant portion of a AAA titles. Yes, PC centric titles like RTS, MOBA, and Valve games can do very well but for huge games like GTA, Destiny, Watchdogs, etc. PC represents a fraction of consoles.

Then there's also that whole thought process of "wait for a sale". Hell, one of the big reasons people give for switching to PC is those sales. As a publisher, I'd likely care least for PC because they're also the hardest to please. So essentially, they contribute the least but expect the most. The worse kind of customer.
