You have 3.7m in USA and 600k in Japan. Taking the 10 million that leaves roughly 5.5m for Europe and the rest of the world. I think Europe > 3.7m is a sure thing.

ioi has already released a statement that VG's figures are pretty accurate with confirmed numbers in major countries in Europe.
If it's under-tracked there, it won't be by much. So likely US and Europe are a near tie or perhaps US on top by a narrow margin.
These missing sales are coming from "Others" which is Asia, Middle East, and Africa.

Edit: As of Sony's announcement Europe is likely 3.8m with Americas in the 3.9m range.

i think people are underestimating some of the eu countries not mentioned by ioi. yes they're small and sell "small numbers" but with the PS4 beasting it still makes up a decent amount

VGChartz is undertracking PS4 by 50k+ in Germany alone. A tier one country....
