This could be said of any new game or game new to a system, and if we are to believe the OP this is a 'new' game for Wii U owners. Besides people can borrow the game, read reviews, download the demo (Wonderful 101 had one) to find out if they think they will like the game.
The simple fact is you are getting two games, the first of which was critically acclaimed, for the price of one. Add to this the positive press the game has so far received and I think if you have even a passing interest in the genre it's heading into no-brainer territory. Any reservations I may have had about not knowing the background to number 2 are now gone.
The potential issue with your strategy is that people might get their fill of Bayonetta with the free download and never bother to purchase the sequel.
