Phil Spence stated they are helping some of the funding of development for the title and that the deal is similar to their deal for Dead Rising 3. That makes me believe that 2015 its 360/XB1 release and then PC in 2016

If MS or Sony or anybody else moneyhats a TIMED exclusive, I'm totally fine with it. They use their money to take advantage of the early adopters, both the publisher and the platform owner get their benefits, but in the longer run nobody will be deprived of the possibility to play that game. I can wait even if there isn't exclusivity, as I prefer properly debugged games at a lower price and about which I can gather enough infos and journalist and user reviews to avoid buying bad or excessively buggy ones, so waiting because there is a timed exclusive doesn't change my life in worse. Lifetime exclusive could deprive me of something, but timed one doesn't.

Still not much clarity from MS, SE or CD. Though everything points to RoTTR being a multiplatform game; and yes, that includes the PS4.

Neither Sony or MS have such clauses in their retail publishing contracts. Retail publishing contracts are not curated like PSN or XBL. You have never heard of any such deals from either company for retail games. Even so, I will say that I am making an assumption from what I have seen in the past including up to now based on games released.

Right, because ME2 retail release on PS3 didn't come with any free DLC for which Xbox 360 and PC players had to pay. Sony totally requires extra goodies for late ports, it is known.

Can you show me anything that says Sony has a clause to include the DLC or was it just the developer trying to sale a game that was more than a year old on another platform. By that time you would get a game of the year edition with all the DLC on the launch console anyway. Do you think the developer expects to spend so much development time to release a game a year later on another console without actually adding some type of incentive. Like I said, PSN is curated and Sony has those types of clauses but for retail can you show me where it stated the developer was forced to add that content.
