Yes, Putin was a KGB agent and yes, he's a Master in Judo. In fact, his passion for martial arts is how he became friends with Steven Seagal. Ironically, because of his relations with Putin and because of his pro-Russian stance on issues like Crimea, Steven Seagal was banned from a music festival in Estonia. This was because a lot of Estonians have had a disdain for Russia for quite a while, even when Estonia was still a Soviet Republic. 

Anyway, I'm getting off topic. While Putin has some desirable qualities that make him appear strong, most of those photos are propaganda bullshit. Since he came into power, he's had a team of people around him who are assigned to make him look more badass than he actually is. That's not to say Obama doesn't do his own propaganda. There's a difference however. The type of photo ops the US President does are the type that connects him to the American people. He wants to make himself look humble and friendly. He wants to be relatable. This is because America does not want a figure who's all powerful and imposing. We live in a system where there are supposed to be checks and balances and the President answers to the people, even if it isn't the case all the time. With Putin on the other hand, he deliberately wants to look imposing and all powerful. This is because Russia was once a superpower and has fallen since the Soviet days. Putin wants the Russian people believe Russia can be strong again. Russia needs a strong and imposing visual icon to represent that. This is why Putin isn't really supposed to be relatable like Obama. Instead, he's the type of guy Russians are supposed to look up to. This is also why he had new lyrics written for the old Soviet anthem and made it Russia's national anthem. It's a powerful anthem. What makes Putin appear even more powerful is the fact that he's the total opposite of the fat drunken Boris Yeltson.

what is actually fascinating is that the PR image of putin seems to be built to counter the rumors, even his recent re-wedding has a very suspiscious timing when he has actually always seemed a-sexual to his entourage.

Even the very serious Der Spiegel doesn't dismiss the rumors :

 

"In a new book, a political scientist describes Vladimir Putin as a traumatized orphan with alleged homosexual tendencies and enormous wealth. The Kremlin has dismissed the claims as baseless insinuations."
