Dolphin is all CPU and only a max of 2 threads. Do you have an AMD CPU?

You should be able run Dolphin on 1080p and even with some AA with 7750 if you have an intel Ivy Bridge or Haswell CPU. 

AMD CPUs aren't as lucky for this situation.

Try some overclocks if you can!

I ran Dolphin on a Phenom II X4 965 pretty well back in the day...running at 4 GHZ :)

Not to mention there are no fully functioning Dreamcast emulators on phones.

Haha. I didn't...but I work in online advertising and make quite a bit of money doing it, and there really is no way you could make a ton of money with a video like this.

Yeah I've been thinking about this for a while. An element you need to consider is esthetics + cooling.

With some of my measurements I could probably cram a that MSI mini GTX 760 with an Intel i3 in to a SNES using PCIe risers and Zalman's CNPS8900 cooler, but cooling would still be a concern.

Falcon Northwest figured it out with their Tiki.  They got an i7 machine paired with a titan in what looks to be a case smaller than the PS4.

Case manufacturers need to start doing more with PCIe extenders.  You can make such small cases if you can just keep your GPU in a separate compartment.
