Hong Kong is just like Macau.
A Special Administrative Region.
Macau used to be administrated by Portuguese until '99, when they passed the jurisdiction to China.

I believe that is the main reason for these exclusive launches and sales to existing broadband customers.
Had it just gone on sale like in the west, it would probably fall prey to scalpers/resellers, jacking their price up on the black market, and making it much more expensive to regular consumers. I have no idea what XOne costs right now in China via "entrepreneurs", but it surely is much more than $550.
Heck, it even happened in EU with PS4, after Nov. 29 you could only buy them for about €700, and those at Amazon from "independent sellers".

The fact that most games, especially shooters and those rated M will not even be able to be purchased in China because of their laws, what games does that really leave?

lol, well games like viva pinata, kinect sports, hydro thunder, project spark etc. there is plenty of games that can be consumer ristrictive friendly in china. the thing is Microsoft is getting indie developers and large publishers in china to make games for the xboxone.
"Microsoft and local joint venture partner BesTV New Media, a subsidiary of Shanghai Media Group, announced at the Xbox launch in Shanghai yesterday that they want local developers to build, publish and sell their games on the device not only on the mainland, but in other markets where the console is available."
its not all bad news about trying to get software through the govt. in china it just takes time in working out the deals
"Research firm Niko Partners estimated that there are about one million game consoles sold through the mainland's grey market each year."
with state ok this now should increase by a good ammount

The console is being bundled with 3 games at launch so we shall see. I'm assuming Forza, FIFA and one other. |
I wouldn't worry about games. Sports, racing, simulations, puzzlers, movie tie-ins, Disney, Hannah Montana 2, My Horse and Me HD. I believe even Destiny could pass. I believe most tames will be available, with just a few military shooters getting the axe (especially BF4, that one doesn't stand a chance).
