Apples and oranges.
TV ads interrupt your program and it can be nuisance watching the same 30 second ads over and over with the same stupid jokes. On Xbox you aren't waiting for ads to finish before you can play a game.
I honestly never hear people complain about the ads outside of the internet. To the contrary, everybody hates TV ads.

You keep mentioning TV ads, but the scenario is very different in gaming. With TV, you pay Comcast/TW/whoever to provide the cable, but you don't directly pay the channels like ABC/NBC/CBS/etc. Those channels only make money through ads, you only pay to have a company push the service to you.
With Xbox, Microsoft is a huge multibillion dollar company, that is already making a nice profit from Xbox Live sales and software sales. They don't need to give ads to make money, but they do anyway, even for paying customers.
