Google uses aerial photography. The possibility of secret spy sattelites is there ofcourse, not so secret if you announce you can see beer bottles lying around while saying you still have to launch a satellite that can resolve up to 25cm.

I doubt that picture 25 years ago was really from a satellite, probably a prediction of what might be possible.
Still even a spy satellite (KH-12) can't see beer bottles. And it would have to be at the right place at the right time, those low orbit things can't hover.
Weird story.
