PS4/XB1 are headed for ~100M+ combined install base in a few years, and I'm thinking that the sales model for Destiny will be closer to WoW than a traditional console game where the previous games will be made obsolete by sequels.
They are more probably going to expand the Destiny universe with expansions and full-scale patches along the way, so Destiny will have updated SKUs over time that still tie into the same overall gamespace. Eventually a 'vanilla' Destiny might sell for $19 digitally or whatever, with the current/premium versions selling for $50-$80 with varying amounts of expanded worlds opened up/etc.
If the content is good enough and they get people hooked sufficiently, 35M might even be fairly low to be honest. It really depends on how the launch goes and how it sustains/carries into 2015. It will be damned interesting to watch.
