Putting DQXI on the PS4 would be idiotic when you consider that the 3DS holds a current userbase of over 15.7 Million units in Japan (which is almost double what the PS4 has Worldwide) and the last real handheld Dragon Quest, on the Nintendo DS, is the best selling game in the series.
That said, this is Square Enix and for once this is a stupid decision I wouldnt mind

You say that as if DQ never sold great on Sony systems before. DQ8 is the second best selling one in the series on PS2. Let's be honest here this game is likely 3-4 years away. SE has stated in the past that they won't release more then one AAA high budget game in a fiscal year. They already have KH3 and FFXV coming to PS4. It doesn't have to be exclusive but a Wii U/PS4 multi plat release would be better if they plan on localizing which is best for SE since they need all the money they can get atm.
Dragon Quest is always on the highest selling console. This shouldn't surprise anyone.

No, I didnt say that as if DQ never sold well with Sony.
I said that the previous main entry and best selling entry, was on a Nintendo handheld platform that was the market leader at the time. The 3DS holds that place now, Worldwide and more importantly, where Dragon Quest thrives - Japan.
When you also consider that the 3DS already holds a chunk of the Dragon Quest fanbase (here, here and here), the absolute best possible option for Dragon Quest XI is the 3DS.
