Considering that a lot of people were watching together with others we can assume that it was more than half of Germany.
And yes, Germany is a football country. We're at least as passionate about it as Brazil or England. A German team playing, be it a friendly or a WC final is generally a national event.

That's a lot of people, but 4 years ago there were 11m people watching the final here in the Netherlands. Out of a population of 16m! Last match there were 7.5m viewers.
