I think

A) This isn't game that pushes even WiiU to its limits, let alone PS4
B) Youtube comparisons are pointless.

I think that it gives you an idea of framerates, and it compares it good enough.

The environments remind me of the PC versions of the PS2 era GTA games... Looks terrible on all platforms.

Resolution differences are also out the window since both have been downscaled for the video.

But you'd be able to tell if the Wii U version was constantly dropping to lower than 30fps.

First things I notices, reflections in the glass on the ps4. Clouds on the ps4 version. Ridiculously dark on the Wii U version... City actually alive on the Ps4 version. Didn't even see a car on the Wii U's when he drops from the tower
