I certainly don't think he is "good" but I also don't really think he is supposed to be...I'm pretty neutral towards him I suppose.

However, there is this game called Psycho Waluigi which was pretty wonderful...

I don't really mind him one way or the other. His personality is still pretty distinct for a character only in the spin-off games, so that's something....

Waluigi is in like no games. What is he in Mario Party/Golf/Kart?

When those are your only games you are a D list character. The games he is in, he is nothing more than a skin. No unique moves, ect. Everyone in his games are the same just different skins.

Complain about him when he gets his own game or is in Smash. No idea why people wanted him more than an assist trophy.

It's not that I don't like him but I think he is not important because he has no important games or so and even his appearances aren't necessary most of the time.

I don't hate Microsoft, I don't hate PC,
I don't prefer Sony, I don't prefer Nintendo.
...Ok, I love Nintendo but this is something about tolerance, ok?
