This may be a good thing in the long term. Getting some new people with new ideas in could definitely help with making some good games.

Strange that they are doing things like this at their highest profile, and probably most profitable, developer though rather than some of the smaller ones.

If the Sony source on Gaf is right, the Studio heads are the ones responsible for cuts.  Yoshida probably just passes down revised budgets and the studios themselves have to figure out how to meet them.  Also, this does not preclude layoffs later.  As I said, higher level employees will often be warned ahead of time so they can find other positions or they're given an option to accept a pay-cut or move on.

Innovative? In what sense? Unless they actually make another game feels like a simple, "I came here because they paid me a lot more" situation, which is fine for him.

You're right, I missed that your were only talking about leads. Yes, that's strange.

He might get more money at Riot, but why didn't he finish Uncharted 4? Was it in an earlier stage than we thought?

Sony's most acclaimed studio going through some obvious turmoil, DriveClub's problematic development, major restructuring of WWS, and generally being very quiet about any upcoming AAA games except for The Order... seems pretty easy to see why some people wouldn't be excited about first party output in the foreseeable future.
