Gotta say I agree but Ubisoft is known for bad PC optimization. Just look at Far Cry 3 and the AC series

Far Cry 3 was a big problem, I remember everyone talking about it's visuals and when I tried on my machine and it ran on ultra I was just thinking "it's just that?". AC IV has good visuals, it's a pretty game. The problem is vegetation, it's surelly demanding on this game, but at least you can lower it and max all the rest and the game will run in simpler GPUs.

About PC optimization, I always enjoyed Crytek (even if their games are subpar), Codemasters and Capcom. Square is a hit or miss, they achieve good visuals sometimes but the requirements float like crazy. EA does a good work, but games with Frostbite are a mess on all platforms. Bethesda usually does a poor joob. 2K is other that is hit or miss (Max Payne had some bugs) and Activision is more or less in the same level. One bunch of guys that are underrated are 4A games guys. Metro 2033 was badly optimized, but Metro: Last Light is a graphical masterpiece.

One problem is that, in a lot of games, there isn't that much of a difference between low and ultra. I always play on ultra-high at 1080p, but when I try low settings to see what happens, things don't change a lot and even framerate doesn't change a lot. The way I see things, low should be for people with bad GPUs, laptop GPUs, APUs and so on and in the end it isn't quite like that.
